Analysis of Potential and Costs of LULUCF (Land use, Land use Change and Forestry) use by EU Member States

The aim of the project is to analyze the implications of various policy options of how to deal with emissions and removals from Land Use, Land-Use Change and Forestry (LULUCF) activities by considering the potential (net) emissions reductions and the associated costs. Specifically, the following tasks will be carried out:

  • Making a consistent projection for the net emissions from LULUCF by 2020 and 2030 under business-as-usual (BAU) conditions;
  • Assessing alternative policy options (scenarios) for handling LULUCF emissions;
  • Estimating the potential and costs for further reducing net emissions/enhancing sinks from LULUCF by 2020 and 2030 for each EU member state.

The tasks are carried out within a service contract between DG Environment and the Joint Research Centre (Ispra) to support the European Union LULUCF expert group on the international climate negotiations and the implementation of an international agreement at EU level for each EU Member State. The results of the project are presented during various workshops with Member States (more information at the web pages of DG Joint Research Centre).

EFI’s tasks in the project include providing EFISCEN model projections for a baseline scenario and a number of alternative policy options. EFI is also responsible for assessing the efficiency and effectiveness of the individual policy options.
