This cooperative action project ‘Sustainable Forest Management Providing Renewable Energy, Sustainable Construction and Bio-based Products’ (ROKFOR) will join forces in which five European regions in order to create both individual and regional research agendas and action plans in the fields of renewable energy, bio-based products and sustainable construction. The regions involved are Baden-Württemberg in Germany, Aquitaine in France, Basque country in Spain, Catalonia in Spain, North Karelia in Finland, as well as Croatia and Serbia. The three-year project is based on each region’s current strengths in the forest sector. The project also aims to strengthen and promote competitiveness within the forest sectors without jeopardizing sustainability.

“Towards integrated wildland fire management – Outcomes of the European Project FIRE PARADOX”

New views and perspectives on the use of fire in the prevention and response phases will be presented at the conference “Towards integrated wildland fire management – Outcomes of the European Project FIRE PARADOX” on 25-26 February in Freiburg, Germany. The aim of the conference is to report stimulating new strategies and policy actions towards integrated fire management (IFM) at regional, national and European levels. In view of the changing climate it is especially important to know how much of the greenhouse gases are released into the atmosphere or fixed in biomass and soil by forest, farming, and meat production. These would be either so-called sources or sinks of greenhouse gases. One of the largest European research efforts for elucidating these mechanisms, the GHG Europe Project has started. However, in the particularly vulnerable boreal regions, climate change is progressing too quickly to postpone adaptation action. Flexible approaches tailored to local situations must go hand in hand with substantial reductions of carbon emissions from fossil fuel and deforestation. Otherwise forests are at high risk of entirely losing their carbon-regulating services. Forest Day 3, which will be held on 13 December, is a major forest related side event of COP XV and it will bring together many of the world’s key forest stakeholders during the 15 th Conference of the Parties of the UN Framework Convention on Climate Change. The Forest Day debates issues and identifies priorities in order to ensure that forests are suitably incorporated into any future climate change strategies. Namely, forests are again at the forefront in the global negotiations now that REDD regimes on reducing deforestation are being discussed intensively. The overall organization of the Forest Day 3 is done by the Collaborative Partnership of Forest.

In these economically difficult times, the negotiations are foreseen to be even tougher than in the past. It is likely that forest will be used to exchange emission space between countries. The follow up of the Kyoto Protocol, to be decided in Copenhagen, will most likely include a much wider span of forests and forest measures. This is not always to the benefit of the forest although it is expected that new funds may become available to stop deforestation. On this topic, a seminar at Alterra in Wageningen, the Netherlands, will be held on 12 May the occasion of the appointment of Gert-Jan Nabuurs as Assistant Director at the European Forest Institute.

The study identified different adaptation options for European forests. Most of them are either in use or planned to be implemented in different parts of Europe. The most important adaptation measures identified were: more research; selection of species, provenances and genotypes which are either more tolerant towards expected changes (i.e. have a broader niche) or are particularly fit for specific potential future conditions; changing tending and thinning practices; and reducing biotic and abiotic disturbance risks.

New EFI Discussion Paper looks at living with wildfires

Science can help in designing better strategies and policies allowing living with fire risk. The deal is the first of a series of legally-binding bilateral agreements, known as Voluntary Partnership Agreements (VPAs), envisioned between the EU and individual timber-producing countries. EFI FLEGT Team is actively providing technical support in the preparation, negotiation and implementation of Voluntary Partnership Agreements.

A questionnaire was distributed earlier this month to the responsible Ministries of all EU 27 Member States and national and regional forest research institutions which are associate members of EFI to get up-to-date information about ongoing research in this field.

The study team welcomes information about national or regional reports describing options for adaptation from the EU-27 Member States.

It came from the North Sea, making a first landfall over Britain late on the 17th, then passed through all of Germany before heading towards Poland and into the Baltic states. As it passed, wind-speeds of up to 212 km/h were recorded in the Krkonoše Mountains on the Czech / Polish border. These wind speeds reduced as the storm passed over Poland, and finally blew itself out over Russia. Initially, there were few official figures of the timber losses experienced across Europe as a result of the storm.
