Although, the European forest industry at present displays many characteristics of a green economy, there are still structural changes needed. The challenge for the European forest industry is not only on improving existing forest products but also on developing new wooden based bio-products as well as finding new energy solutions.
The Joensuu Forestry Networking Week 2012, taking place in 20-25 May in Joensuu, Finland, discusses green growth based on forests including new wooden products and wood construction.

Forest plot data collected in a European-wide network (ICP Level I) have been used to extend the available data for the remaining European countries. Furthermore, forest inventory statistics have been applied. These statistics are based on forest plot data that are aggregated over regions in the Nomenclature of Territorial Units for Statistics (NUTS).

However, there is considerable uncertainty as to what degree of climate change we are facing. Moreover, forests and tree species will respond quite differently to changes in mean and variability of climate. Regions that are suitable for one species now might no longer be so in the future, while other species might benefit at the same site. Forest management is challenged for taking the right decisions early, and before the consequences can be clearly evaluated. The MOTIVE mid-term newsletter offers some answers to these open questions.

This is done in order to secure the vitality of the Continent’s forests which is crucial to foster a green economy both in Europe and globally. Protection and sustainable management of Europe’s forests require a stable and efficient platform for coherent policy development and implementation and the LBA. It was also decided to establish a Intergovernmental Negotiation Committee (INC) and the Bureau for this Committee. To launch the negotiation process was a historical decision to develop a forest policy framework for Europe. In servicing jointly the negotiating process towards the Legally Binding Agreement, the Oslo Summit requested the Liaison Unit of Forest Europe and invited UNECE, FAO, UNEP and EFI to form the Secretariat. EFI’s role will be providing independent scientific and policy advice in support of negotiations as well as inputs to information needs identified by the Committee.

Over the coming decades Europe wishes to ensure a safe, healthy and prosperous environment for current and future generations. Bioeconomy can make a change for the better in this – provided that its potential in sustainable production and conversion of biological material is fully exploited. These are among the issues tackled by the White Paper “The European Bioeconomy in 2030 - Delivering Sustainable Growth by addressing the Grand Societal Challenges” , which was published in Brussels on 22 March at the final event of the BECOTEPS project – a coordination action among nine European technology platforms that focus on the Knowledge-Based Bio-Economy (KBBE).

If they continue to be managed as they are now the intensity and frequency of this damage is expected to increase. Future projections of storm tracks suggest storms will affect larger areas and penetrate further to the east of the continent. Currently the growing stocks and the age of forests are increasing and this will further aggravate the future vulnerability of forests to storm damage.

What can policy and forest management do to mitigate storm damage and help to restore damaged forests? Are the policies that are currently in place effective? Researchers, policy makers, and stakeholders from across Europe discussed whether the current systems are adequate at both national and European level in a workshop last week in Brussels on ‘Policies for Forest Storm Damages Mitigation and Restoration‘.

Often these externalities include biodiversity, erosion protection and recreation – externalities that we know to be valuable, but the value of which is difficult to assess. This makes it also difficult to promote them and to offer the forest owners incentives to do so.

In view of the changing climate it is especially important to know how much of the greenhouse gases are released into the atmosphere or fixed in biomass and soil by forest, farming, and meat production. These would be either so-called sources or sinks of greenhouse gases. One of the largest European research efforts for elucidating these mechanisms, the GHG Europe Project has started. The project that involves more than 40 institutes from all over Europe will be coordinated by Johann Heinrich von Thuenen Institute (vTI) in Braunschweig, Germany. However, in the particularly vulnerable boreal regions, climate change is progressing too quickly to postpone adaptation action. Flexible approaches tailored to local situations must go hand in hand with substantial reductions of carbon emissions from fossil fuel and deforestation. Otherwise forests are at high risk of entirely losing their carbon-regulating services. The Forest Day debates issues and identifies priorities in order to ensure that forests are suitably incorporated into any future climate change strategies. Namely, forests are again at the forefront in the global negotiations now that REDD regimes on reducing deforestation are being discussed intensively. The overall organization of the Forest Day 3 is done by the Collaborative Partnership of Forest.

In these economically difficult times, the negotiations are foreseen to be even tougher than in the past. It is likely that forest will be used to exchange emission space between countries. The follow up of the Kyoto Protocol, to be decided in Copenhagen, will most likely include a much wider span of forests and forest measures. This is not always to the benefit of the forest although it is expected that new funds may become available to stop deforestation. On this topic, a seminar at Alterra in Wageningen, the Netherlands, will be held on 12 May the occasion of the appointment of Gert-Jan Nabuurs as Assistant Director at the European Forest Institute.

The study identified different adaptation options for European forests. Most of them are either in use or planned to be implemented in different parts of Europe. The most important adaptation measures identified were: more research; selection of species, provenances and genotypes which are either more tolerant towards expected changes (i.e. have a broader niche) or are particularly fit for specific potential future conditions; changing tending and thinning practices; and reducing biotic and abiotic disturbance risks.

New EFI Discussion Paper looks at living with wildfires

Science can help in designing better strategies and policies allowing living with fire risk. The study has moved to its second phase, and in that context EFI is now collecting information on existing and planned adaptive strategies against climate change in forestry in the EU-27 Member States. A questionnaire was distributed earlier this month to the responsible Ministries of all EU 27 Member States and national and regional forest research institutions which are associate members of EFI to get up-to-date information about ongoing research in this field.

The study team welcomes information about national or regional reports describing options for adaptation from the EU-27 Member States.

It came from the North Sea, making a first landfall over Britain late on the 17th, then passed through all of Germany before heading towards Poland and into the Baltic states. As it passed, wind-speeds of up to 212 km/h were recorded in the Krkonoše Mountains on the Czech / Polish border. These wind speeds reduced as the storm passed over Poland, and finally blew itself out over Russia. Initially, there were few official figures of the timber losses experienced across Europe as a result of the storm.
